宜春市税务局激励机制建设现状研究

摘 要

  公务员的管理机制中不可或缺的部分就是公务员的激励机制,良好的公务员激励机制能有效的提升公务员的工作效率,提升公务员队伍的稳定性与积极性,发挥干部的主观能动性。目前,我国公务员队伍庞大,虽然已经在逐步探索各种形式的公务员激励机制,但是,与国外发达国家相比,我国的激励机制尚有许多不完善的地方,没有形成具有中国特殊的一套激励机制。税务局公务员长期以来存在着工作效率低效,工作态度散漫等问题,究其原因,很大一部分是由于税务局缺乏有效的激励机制。税务局的激励机制的形成不是一朝一夕,需要不断探索新的方法,并运用到税收工作当中去。

  本文以宜春市税务局为例,探讨如何完善税务部门的激励机制,提升税务部门的激励效果。本文首先对公务员激励机制的理论进行阐述,对激励机制的概念、构成要素及意义进行了阐述,并结合本文研究的内容,重点介绍了几种经典的激励理论,以激励理论指导构建机制。其次,针对宜春市税务局现行的激励机制进行了介绍,重点介绍了已经使用的激励机制及取得的成效,并通过调查问卷的形式,收集税务干部对现有激励机制的看法,并分析总结出激励机制存在的问题。

  再次,借鉴了国外公务员激励机制的优秀经验,分析了国外公务员激励机制的优点,提出了对国内公务员激励机制的启示。最后,针对我国税务部门的特点,提出了完善公务员激励机制的几点措施,通过思想激励、物质激励、岗位激励、目标激励、反向激励、发展激励等多种激励机制的形式,加强公务员激励机制的成效。

  This paper mainly discusses how to improve the incentive mechanism of the localtax department and improve the incentive effect of the local tax department by takingthe local taxation bureau of yichun city as an example This article first elaborates thetheory of incentive mechanism of civil servants, the concept of incentive mechanism,incentive mechanism of the constituent elements and significance are expounded,combined with the research contents of this paper, mainly introduced several classicalincentive theory, incentive theory to guide the constructing mechanism Secondly, inview of the incentive mechanism of yi chun city tax bureau is introduced, mainlyintroduced already use of incentive mechanism and results, and through the form ofquestionnaire, collecting local cadres view of the existing incentive mechanism, andsums up the problems existing in the incentive mechanism are analyzed Thirdly, itdraws on the excellent experience of foreign civil servants' incentive mechanism,analyzes the advantages of the incentive mechanism of foreign civil servants, and putsforward the inspiration to the domestic civil servant incentive mechanism Finally, inview of the characteristics of the tax authorities in China, puts forward some measuresof improving the civil servant mechanism, through thought, material incentives, jobmotivation, objective motivation, perverse incentives, incentives and other incentives inthe form of development, strengthen the efficiency of the incentive mechanism of civilservants

  目前,我国经济已经从高速发展转向中高速发展阶段,政府部门职责亟待转变,政府部门的管理模式需要从传统的管制型转为服务型。近年来,我国政府部门积极转变,引入西方先进的人力资源管理模式,通过不断改进自身管理模式提升发展水平。人力资源水平直接关系到政府部门的运作效率,但是如何提升公务员的激励一直是一个难题,部分政府单位人浮于事,工作效率极其低下,进一步影响了政府公务员队伍的整体素质。税务部门作为政府的有机组成部分,同样也面临着税务干部工作效率低下的问题。因此,下一步税务部门必须改革现有的管理模式,引入先进的人力资源管理经验,提升绩效激励的水平,加强绩效激励的效率,以科学严谨的激励机制提升税务部门员工的工作热情,提高日常工作效率。
